<p><a href="https://www.spin.pm/">Spin</a>, a stationless bike rental startup, might be catching some heat from the San Francisco Metropolitan Transit Agency soon as someone snapped a photo of the app-unlockable bikes parked where they shouldn't be, complete with a missing wheel because hey, it's still a bike parked in the city and all. Such is the tax for riding a bicycle in San Francisco.</p>

<p>According to <a href="http://hoodline.com/2017/09/stationless-bike-rental-spin-launches-prior-to-receiving-sfmta-permit">Hoodline's report</a> on Spin and their wayward bikes, the startup has a "partial" agreement with the SFMTA and co-working space WeWork, allowing them to provisionally operate in the city. The stipulations of that agreement require Spin to only allow their bikes to be parked on WeWork property grounds. Thus far, there are only about 50 Spin bikes in operation around the city (49 if you knock off the one with the missing wheel in the photo above), all of which need to be parked in one of WeWork's 10 San Francisco locations. </p>

<p>If they fail to comply with this rule, the company could be hit with some serious fines. Hoodline also shared the above photo with SFMTA spokesperson Paul Rose, who commented, "The two bikes on the left—side-by-side cluttering a very busy sidewalk between a sign pole and outdoor seating—represent the type of situation we seek to avoid by requiring the operator to comply with conditions of our permit."</p>

<p>Previously, Bluegogo, a Chinese company who attempted to do what Spin is doing, <a href="http://sfist.com/2017/03/31/bluegogo_no_no.php">pulled all their bikes from San Francisco</a> when city residents complained about seeing them abandoned in their neighborhoods. Spin's trouble here seems minor, comparatively, as they aren't exactly dealing with bikes turning up all over the place. </p>

<p>Thing is, even city-approved rental bicycle companies that use docks are having issues of their own. Earlier this year, Ford's GoBike program was met with much controversy as local neighborhoods all around San Francisco and Oakland <a href="http://sfist.com/2017/08/17/ford_gobike_opponents_got_vocal_at.php">rejected the placement</a> of the docks in their areas. According to <a href="http://www.sfexaminer.com/ford-gobike-opponents-voice-concerns-bikeshare-stations/">the SF Examiner</a>, the problem, many said, was that neither Ford nor Motivate, the managing company behind the bikes, communicated very well that such installations were being made. Truth be told, the stations felt a bit like they popped up overnight, and so, too, did reports of abandoned GoBikes found in trees or in Lake Merritt.</p>

<p>Spin feels a little bit like the same deal here, as again, it's a company that's started pretty small, only to have bikes suddenly turn up in public where they're a bit in the way. To their credit, they're trying to work with the city to make sure they're sticking to regulations, and save for this relatively minor incident, they seem to be doing pretty well in that regard.</p>

<p>Critics of the new Ford GoBike bicycle-sharing kiosks grabbed at an opportunity to voice their concerns at Tuesday evening's San Francisco Municipal Transportation Agency Board of Directors meeting. </p>

<p>Ford, if you'll recall, took over Bay Area Bike Share and now sponsors a bunch of bright kiosks in hues of blue plopped around San Francisco, Oakland, Berkeley, San Jose and Emeryville. The whole bike-share operation is run by a company named Motivate, and new groups of bikes have been getting installed in street-parking spaces all over town in recent weeks. Unsurprisingly, the kiosks have attracted the attention of vandals. </p>

<p><a href="https://missionlocal.org/2017/08/gobikes-vandalized-again-in-sfs-mission-district/">Mission Local</a> notes that Ford GoBikes have been found both in a tree and in Lake Merritt, while <a href="http://www.sfgate.com/bayarea/article/Ford-GoBike-set-afire-in-latest-vandalism-11824107.php">SFGate offers examples</a> of bikes lit on fire or drenched in paint. </p>

<p><a href="http://www.sfexaminer.com/ford-gobike-opponents-voice-concerns-bikeshare-stations/">The San Francisco Examiner</a> reports that some other opponents of the Ford GoBike kiosks have taken a more formal approach and raised their concerns to the SFMTA Board during a meeting (when GoBike kiosks were not even on the agenda.) </p>

<p>One of the main complaints from locals is that neither Ford nor Motivate did a great job of letting anyone know where or when they'd be installing the kiosks. </p>

<p>"We're not entirely against bike-share programs. I do resent a complete lack of outreach. I didn't get a letter or phone call," said Kevin Cline at the meeting. Cline (<a href="http://cdn.collider.com/wp-content/uploads/kevin_kline_01.jpg">not Kline</a>) owns Rock Bar and The Front Porch in the La Lengua neighborhood. </p>

<p>Cline echoed an earlier concern shared with Mission Local by Edwin Mascaro of 17th Street Upholstery in the Castro. "The neighbors got pretty upset, because they didn't notify anyone. It happened all on the weekend, the next day it was installed. We've been here 30 years. We've never had these kinds of issues," said Mascaro. </p>

<p>"I think this is unacceptable. I'm glad you folks told us about this. This isn't just going away," said Malcolm Heinicke amidst promises to address the issue at the next meeting. </p>

<p>As for the folks at Motivate, they're super motivated to make this work! A statement from Emily Stapleton, general manager of the Ford GoBike program, read: </p>

<p>"Our local team of over 100 people works around the clock to make sure that Ford GoBike is working well for our thousands of daily riders. Every time a station is vandalized or in need of maintenance, our team is out there within hours to repair bikes and clean stations."</p>

<p>Indeed, as <a href="http://www.sfchronicle.com/news/article/Bike-share-program-resented-as-sign-of-11816265.php?cmpid=premartcl">Chronicle columnist Otis R. Taylor writes</a>, "Slitting tires and disfiguring bikes won’t accomplish anything. For starters, Ford GoBikes are replaced almost as fast as NASCAR pit crews change tires."</p>

<p>Ford is super pumped too, with CEO Mark Fields <a href="http://www.sfgate.com/business/article/Ford-to-buy-SF-shuttle-service-Chariot-and-expand-9212829.php">telling the Chron</a> last year, "We're taking a look at the whole ecosystem of moving people around. Cities are growing. They're becoming more congested. Cities are looking for solutions, and we want to be part of the solution."</p>

<p>A cyclist was killed Tuesday, after police say he was struck by a driver at a busy San Francisco intersection.</p>

<p>According to the San Francisco Police Department, a male cyclist in his 40s was riding through <a href="https://www.google.com/maps/place/Alemany+Blvd+%26+Silver+Ave,+San+Francisco,+CA+94112/@37.7297672,-122.4355366,17z/data=!3m1!4b1!4m5!3m4!1s0x808f7e629d1bb519:0xe3aea8e16da15893!8m2!3d37.7297672!4d-122.4333479">the intersection of Alemany Boulevard and Silver Avenue</a> at 5:34 p.m.Tuesday when the incident occurred.</p>

<p>The report from police states only that a "vehicle on Alemany had a collision with a bicyclist." </p>

<p>The cyclist was transported to San Francisco General Hospital, where police say that he succumbed to his injuries. A spokesperson with the San Francisco Medical Examiner's office confirmed that the deceased had not been publicly identified as of Wednesday morning.</p>

<p>The driver remained at the scene, police say,  and cooperated with the investigation. A recent news report on an injured cyclist denied passage on the N Judah because she was carrying her (unfolded) bike received no small amount of attention this week, and now transit advocates are asking why bikes are unequivocally banned from Muni light rail vehicles at all.</p>

<p>As reported this Thursday <a href="http://www.sfexaminer.com/transit-policy-questioned-muni-operator-denies-injured-woman-ride-hospital/">by the Ex</a>, cyclist Katherine Roberts "hit a metal plate that jutted open by the Muni tracks at Church and Duboce streets" at around 11:30 p.m. on April 11, and struck her head. Fearing the high cost of a San Francisco ambulance ride, she and fellow-rider Jym Dyer attempted to board an N Judah that had stopped nearby, bikes in tow.</p>

<p>Per the Ex:</p>

She sported a black eye and a massive head bump, which she showed to the operator. She asked if he could give her and Dyer a ride to nearby UC San Francisco Parnassus.

<p>“He said, ‘Not with your bikes, I can’t,’” Roberts recalled.</p>

<p>Roberts and Dyer argued with the operator and an inspector. The inspector denied them a ride to the hospital four stops away, but later allowed Roberts to board the next train.</p>

<p><a href="http://sf.streetsblog.org/2017/04/20/n-judah-incident-highlights-need-to-examine-muni-bike-policies/">Streetsblog SF reports that</a> </p>

<blockquote>They both had folding bikes, which are permitted on Muni as long as they are folded. But the train was empty, and given her injuries and the crack on the head, it didn’t occur to her to fold her bike. “As soon as I showed the driver my injuries, I thought he would just say ‘okay’ and drive the train,” said Roberts. “I was disoriented and weak and I wasn’t really thinking ‘oh, it’s really important for me to fold the bike right now!'”

<p>The driver told them to get off the train and refused to move. He called over a fare inspector. The inspector forced them off the train and told them to call an ambulance if they needed help. But for some reason he also told them they could take the next train, which was right behind them (that’s three N-Judah’s bunched in a row, in case anyone’s counting). However, he still wouldn’t let Dyer on with his bike, folded or not, because it is a larger, folding cargo bike model. Dyer had to ride his bike behind the train while Roberts-with cuts and a large bump growing on her head-was left alone with her now-folded bike.</p>

<p>According to Streetsblog, the driver also "came out of the cab to yell at Roberts to 'secure her bike' which had flopped over on the floor. 'I was weak. I had a concussion,' she said. 'The car was almost empty. I wasn’t blocking anybody.'"</p>

<p>Speaking with the Ex, SFMTA spokesperson Erica Kato is apologetic, to a point.</p>

<p>“I agree that our staff on scene should have exercised more compassion to Ms. Roberts and engaged with her in a more courteous way...However, our protocol when it comes to medical emergencies is to call Central Control, which will then dispatch emergency services.”</p>

<p>The incident has inspired Streetsblog to wonder "why are we banning bikes on late-night trains in the first place!" Noting that bikes are allowed on BART, the website says that "Nobody’s arguing that full-sized bikes should be allowed during peak periods. But what would be the big deal if bikes were allowed, space permitting, during off hours?"</p>

<p>"If New York can handle bikes on its subway, and Portland, Los Angeles, San Diego, Sacramento and many other cities can handle bikes on their Light Rail Vehicles, what makes Muni so special?"</p>

<p>Rachel Hyden, the Executive Director of the San Francisco Transit Riders, appears to agree. Her organization, which <a href="http://sfpublicpress.org/news/tags/san-francisco-transit-riders-union">successfully pressured the SFMTA to allow</a> all-door <a href="http://sanfrancisco.cbslocal.com/2012/06/29/san-franciscos-muni-introducing-all-door-boarding-policy/">boarding in 2012</a>, says “the incident with Katherine is disheartening, both in terms of how she was treated and in light of the strict enforcement of an antiquated policy, especially in an emergency situation."</p>

<p>The SFTRU, she says.“is supportive of a policy amendment that would allow bikes on LRVs, especially during off-peak hours.” </p>

<p>As Hyden is the SFTRU's first executive director, and <a href="http://sf.streetsblog.org/2017/04/18/qa-with-rachel-hyden-san-francisco-transit-riders-new-executive-director/">was hired just weeks ago</a>, this seems like an ideal issue with which she can make her bones. I'd expect this discussion to continue until Muni either offers a legal reason they can't allow bikes on their vehicles or folds to the SFTRU's demands. This will be an interesting one to watch!</p>

A cyclist suffered life-threatening injuries Wednesday evening, after police say that he rode into a Muni bus.</p>

<p>According to the San Francisco Police Department, the 38-year-old male cyclist struck the 6-Haight/Parnassus Muni coach at 9:40 p.m. Wednesday, as he rode through the intersection of Market and Gough Streets.</p>

<p>An Upper Haight reader who says he was a passenger on the bus tells SFist  "The cyclist ran a red light and plowed into the rear doors... Within minutes, passers-by were calling 911 and claiming a bus hit a cyclist or the bus had run over the cyclist.  The driver was horrified.  Stopped traffic and muni service for the 6 and 7 came to a halt because this guy decided to run a red light."</p>

<p>The cyclist suffered life-threatening injuries in the collision, police say, and was transported to an area hospital for treatment.</p>

<p>Police do not indicate that the Muni operator or any passengers were injured in the crash. A group of 7-10 teen assailants attacked a Market Street cyclist Monday evening, pepper-spraying him then stealing his property.</p>

<p>Police say that the crime occurred at 9:49 p.m. Monday evening near <a href="https://www.google.com/maps/place/5th+St+%26+Cyril+Magnin+St+%26+San+Francisco+Bicycle+Rte+50,+San+Francisco,+CA+94102/data=!4m2!3m1!1s0x80858085e9c50b07:0xa9ba35e0b9194030?sa=X&amp;ved=0ahUKEwioorXz-5zTAhWJwlQKHaovAEcQ8gEIHDAA">the intersection of Fifth and Market Streets</a>, near the Powell Street BART station and cable car turnaround.</p>

<p>According to the San Francisco Police Department, "a group of 7-10 juveniles" surrounded a 44-year-old man as he unlocked his bike.</p>

<p>One of the teens, who police say was about 15 years old, sprayed the victim with pepper spray then took his bike and cell phone.</p>

<p>The suspects then fled in an "unknown direction." <p>A driver in a tony Marin County town ended up facing reckless driving charges, after threatening the life of a cyclist and allegedly attempting to run him off the road.</p>

<p><a href="http://sanfrancisco.cbslocal.com/2017/03/15/driver-in-marin-county-arrested-after-threatening-bicyclist/">CBS 5 reports</a> that the incident happened "a few weeks ago," when the driver you see in the video below allegedly tried to run a cyclist off a Ross street.</p>

<p>The motorist then rolled down his window and shouted “I’m going to shoot your head off!” </p>

<p>The cyclist, who recorded the incident on his helmet camera, turned the footage over to police. They were able to track down the driver and cite him for reckless driving, a charge that could merit a sentence of three months in prison or a $1000 fine.</p>

<p>Richard Gutierrez, who owns a bike shop near where the incident occurred, tells CBS that “If a car harasses you police are like we didn’t see it so there’s nothing we can do about it," making helmet or other ride-recording cameras a good idea for cyclists who believe they might be menaced.</p>

<p>Gutierrez acknowledged that cyclists aren't always innocent in confrontations with drivers, however, saying “There’s always someone doing something rude, particularly the bikes they just fly through here without even looking at the stop signs."</p>

<p>“Should everything start going to court? Sure. Why not? Then maybe people will start taking things more seriously.” </p>

<p>And at least one person is going to court pretty soon: The motorist who started this discussion, who CBS 5 says is due back in court on April 4.</p>

<p>A driver who struck a cyclist near the Ferry Building then took off was arrested Tuesday, and was booked into San Francisco County Jail for the alleged hit-and-run.</p>

<p>Police say that the driver, a 32-year-old woman, "drove through" <a href="https://www.google.com/maps/place/Washington+St+%26+Drumm+St,+San+Francisco,+CA+94111/@37.796331,-122.3990807,17z/data=!3m1!4b1!4m5!3m4!1s0x80858060c310b21d:0x757d436fbaaadcd4!8m2!3d37.796331!4d-122.396892">the intersection of Washington and Drumm Streets</a> at 10:45 a.m. Tuesday.</p>

<p>According to the San Francisco Police Department, she then collided with a 33-year-old male cyclist, injuring him.</p>

<p>As opposed to remaining on the scene, police say that the woman "fled the scene." However, police were able to locate the woman, and arrested her shortly thereafter.</p>

<p>The cyclist was transported to San Francisco General Hospital for treatment of injuries caused by the collision. A pedestrian was left with life-threatening injuries Tuesday, after he was struck by a cyclist as he crossed the street.</p>

<p>Police say the collision occurred at 8:30 Tuesday night, <a href="https://www.google.com/maps/place/3rd+St+%26+Palou+Ave,+San+Francisco,+CA+94124/@37.7340778,-122.3932566,17z/data=!3m1!4b1!4m5!3m4!1s0x808f7f054463b3b9:0xf9a59817b3644243!8m2!3d37.7340778!4d-122.3910679">at the intersection of Third Street and Palou Avenue in the city's Bayview District</a>.</p>

<p>According to the San Francisco Police Department, the pedestrian, a 55-year-old man, "jumped off a Muni platform and ran across the street." The cyclist, a 36-year-old man, "collided with [the pedestrian], causing life threatening injury to [the pedestrian]."</p>

<p>The pedestrian was transported to San Francisco General Hospital for treatment of his injuries. Police say that the cyclist, who was also injured, was treated at the scene and released.</p>

<p>Citing the ongoing investigation into the collision, police did not provide details on which party had the traffic signal at the time of the crash. <p>Dear Poppin' Wheelies,</p>

<p>When I was kid, back in the dark ages, biking was primarily a leisure or fitness activity, not an alternative means of transportation. I rode a banana seat bike around the neighborhood, handlebar streamers flying, or around Golden Gate Park, but didn't ride one to school or for anything other than fun. </p>

<p>Then I saw the movie <i><a href="https://en.wikipedia.org/wiki/Breaking_Away">Breaking Away</a></i>, and thought cycling for sport looked pretty exciting, so when Matthew's (top of the hill Daly City!) was giving away 18-speed bikes, we got one with a new TV.</p>

<p>It was a men's touring bike, and it was way too big for me. The first time I rode it, I slipped off the seat and bruised my vagina on the crossbar. From that moment on, it sat in the garage until someone eventually broke in and stripped it. Still, even after Matthew's seemingly flooded the city with shitty bikes, I never saw a lot of people riding them around on the streets. Was this because there weren't any bike lanes to speak of, or were there no bike lanes because people had yet to catch on to practical cycling?</p>

<p>I'm thinking it may have been the former, because eventually, biking commuters <i>did</i> become more common, despite the lack of bike lanes, and by the end of the 90s, I joined in. I used to commute on bike to my tech job during the first dot-com boom, racing down California Street and along the waterfront over to South Park, with no helmet, wearing headphones the whole way.</p>

<p>I was the kind of cyclist who always stopped at stop signs and red lights, and would always have other cyclists pass me and then cruise through those same signs and lights. But I was also someone who would ride on the sidewalk if it felt safer than veering into traffic to pass double-parkers, or if I was someplace like the Embarcadero. I was both the best and the worst kind of cyclist.</p>

<p>After a couple of years, I must have lost my death wish, because the thought of riding my bike in traffic now scares the hell out of me. Which is ironic, because I think it's probably a lot safer now, at least on those streets that now have bike lanes.</p>

<p>So, in answer to the question: No. This animosity hasn't always been around, mainly because there weren't always so many bikes on the road. Personally, I feel like things have cooled off between cars and bikes in the last few years, but maybe that's just me?</p>

<p>But let's go ahead and look at how this animosity usually plays out. It seems to go like this:</p>

<p><i>Cars are bigger than bikes and can easily kill us! Stop being an asshole car driver, and look out for us!</i></p>

<p><i>Yeah, but cyclists don't obey traffic laws and are just asking to get killed by running red lights and stop signs!</i></p>

<p><i>Yeah, but cyclists are only doing that so we can keep away from cars, plus it takes a lot of energy to come to a full stop and then pedal up again! Make the <a href="https://en.wikipedia.org/wiki/Idaho_stop">Idaho Stop</a> legal here!</i></p>

<p><i>Yeah, but why should bikes get special treatment? They're on the same roads and should obey the same laws! Plus, that won't stop asshole cyclists who just don't look around from ramming into pedestrians in crosswalks!</i></p>

<p><i>Yeah, but cars have to obey those laws because they're big and can kill people. Bikes aren't as dangerous!</i></p>

<p><i>Tell that to <a href="http://sfist.com/2013/07/23/villain_cyclist_in_castro_crosswalk.php">Sutchi Hu</a> and <a href="http://sfist.com/2011/08/11/pedestrian_hit_by_bicyclist_on_the.php">Dionette Cherney</a>!</i></p>

<p>And then someone gets called an asshole. Am I missing anything?</p>

<p>I think we just need to face it. Everyone is terrible.</p>

<p>Cars ARE scary, and unpredictable. Hell, <a href="http://sfist.com/2016/12/16/five_major_injuries_reported_after.php">you can get hit by a car while waiting at a bus stop</a> (the same thing happened to me near SFSU in the 90s!), so even when actively avoiding any kind of danger, cars can kill you. If I had a dollar for every time I've had the right of way, but had to wait at a crosswalk because someone making a right turn was paying more attention to the cars on the left than the pedestrians on the right, well, I could probably BUY a car.</p>

<p>Which is why I don't understand why a cyclist would ever want to take a chance by cruising through a stop sign, no matter how safe the situation may look. Plus, as a pedestrian, I've narrowly avoided being mowed down by cyclists (and once, even a guy on a fucking <i>unicycle</i>) who were crossing against the light or not stopping.</p>

<p>And let's not leave pedestrians out of this, particularly those who are glued to their phones, not paying attention to cars or stoplights, or worst of all doing all this while also jaywalking.</p>

<p>Perhaps there's one group that can help all of us repair this bitter divide, by uniting us in universal hatred. I'm talking about assholes riding hoverboards, or whatever the fuck <a href="http://www.airwheel.net/home/product/x6">those single-wheeled things are</a>, on busy sidewalks.</p>

<p>So, to the guy who was riding on one of the latter in front of the Metreon while looking at his phone AND vaping, congratulations. You win the award for Peak Douche! Now please take your trophy and get the fuck off the sidewalk.</p>

Bluegogo, the app-based Chinese bike share company whose <a href="http://sfist.com/2017/01/18/chinese_bike_share_bluegogo_san_fra.php">reported plan to drop thousands of bikes around San Francisco willy-nilly</a> had local lawmakers tut-tutting, is opting instead to proceed with caution. Specifically, that means a soft launch this week after coordinating with the SFMTA. </p>

<p>In contrast to the bikes of Bay Area Bike Share, which are being <a href="http://sfist.com/2016/09/09/ford_is_buying_sf-based_shuttle_ser.php">rebranded and expanded as Ford GoBike after a corporate sponsorship</a>, Bluegogo bikes don't have specific docks. They're GPS-tracked and unlocked by phone.</p>

<p>“Like other bike sharing companies, we’re providing the convenience of cycling without the hassle and worry of bike ownership," Ilya Movshovich, the company's VP of Operations, said in a press release with details of his SF office's operations. "We stand apart by offering a supply of great bikes with no membership fee with no pre-determined pick-up or destination. We can quickly adapt our supply to meet consumer demand while reducing traffic on the streets."</p>

<p><a href="http://sf.curbed.com/2017/1/23/14358350/san-francisco-chinese-bikeshare-sf">Curbed was on hand today</a> to see Bluegogo's bikes at a preview for press, where, Movshovich revealed that the company's new plan is a "limited scope launch" by the end of the week.  </p>

<p>Motivate, the bike-share company behind the Bay Area Bike Share program, disagrees. What's more, Motivate has partnered with the city for exclusive rights to use the public right of way for the purposes of bike sharing. A press representative for Motivate sent along the fearful image below of a scene imagined by the likes of Bluegogo-opposing Supervisor Aaron Peskin. That's bikes scattered at will, clogging streets and sidewalks in China — the blue ones being Bluegogo bikes and the other colors belonging to other similar bike-share companies.</p>

<p>Last, for those who assumed our local bike thieves would welcome the bounty of Bluegogo bikes, Curbed clarifies that each bike "has an alarm in case anyone attempts to carry it away without unlocking it, and the screws holding them together are of an odd hexagonal shape to stymie theft of parts." Shhh! Don't tell chop shop folks how they work!</p>

A bike-riding miscreant pedaled through a popular downtown parking garage Thursday night, robbing an elderly man as he rode.</p>

<p>According to the San Francsico Police Department, a 79-year-old man was robbed at 8:24 p.m. Thursday, as he walked toward his car in a parking garage on the 400 block of Stockton Street. The entire 400 block of Stockton is home to <a href="https://www.google.com/maps/place/Sutter-Stockton+Garage/@37.7894342,-122.4091874,17z/data=!4m13!1m7!3m6!1s0x808580894d1e343f:0xd20ba8230b9b9378!2s400+Stockton+St,+San+Francisco,+CA+94108!3b1!8m2!3d37.7894342!4d-122.4069934!3m4!1s0x0:0xafef0a5b8308abcf!8m2!3d37.7900537!4d-122.4065237">the Sutter-Stockton Parking Garage, the official address of which is 444 Stockton</a>.</p>

<p>As the man approached his vehicle, police say that a suspect aged 25-35 rode up on a bicycle "and snatched [the victim's] cell phone from his left hand." He also took the man's driver's license and medical card, police say.</p>

<p>The mugger then fled the scene via bike, and hasn't been seen since. As of Friday morning, police say that no arrests have been made in the case.</p>

<p>The San Francisco Police Department has finally figured out what's causing an increase in cyclist and pedestrian fatalities in SF and beyond: The increase in bike-riding and walking.</p>

<p>No, seriously, that's what they said in a press release sent to media yesterday, writing "Bicycle and pedestrian fatalities are rising in California as more people use these non-motorized means of transportation." They then cite a statistic from over three years ago, saying that in 2013 701 pedestrians and 141 bicyclists were killed in California roads, "accounting for more than 28 percent of all traffic fatalities."</p>

<p>That's why, police say, they've been targeting and ticketing pedestrians, cyclists, and drivers during the special enforcement periods of January 4th, 6th, 9th, 12th, 20th, 23rd and 31st.</p>

<p>According to the SFPD, "the department has mapped locations over the past 3 years where pedestrian and bike collisions have occurred along with the violations that led to those crashes." It's unclear from the release if those areas are the ones that "extra officers" will patrol, devoting "special attention...toward drivers speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in cross walks or any other dangerous violation."</p>

<p>But it's not enough to watch for drivers, as in news sure to warm the hearts of <a href="http://sfist.com/2015/12/16/idaho_stop_legislation_passes_barel.php">cyclists fond of the Idaho stop</a>, police also say that "Bike riders will be stopped and citations issued when they fail to follow the same traffic laws that apply to motorists" on those enforcement days.</p>

<p>"All riders are reminded to always wear a helmet," the SFPD writes, though <a href="http://sfist.com/2016/05/09/etiquette_week_how_to_ride_a_bike_b.php">helmet use is not actually required by California law</a> for those over the age of 18. (Look, I'm not saying you shouldn't wear a helmet, just want you to know your rights.)</p>

<p>SFPD is also targeting pedestrians in the operation, saying that they will "cite for violations when pedestrians cross the street illegally or fail to yield to drivers who have the right of way." Pedestrians are reminded that they "should cross the street only in marked crosswalks or at corners." (Unless marked otherwise, <a href="https://www.dmv.ca.gov/portal/dmv/detail/pubs/hdbk/right_of_way">corners are actually considered crosswalks in the state of California</a>, but who's counting?)</p>

<p>Despite this concern from police regarding jay walking, the three pedestrian collisions SFPD have divulged to media so far this year involved people walking in a crosswalk: <a href="http://sfist.com/2017/01/10/driver_of_bike-rack-bearing_van_str_1.php">A hit-and-run Monday at Bush and Laguna Streets</a>, a <a href="http://sfist.com/2017/01/04/driver_runs_over_pedestrian_who_fel.php">man who was run over when he fell in a crosswalk last week</a>, and a woman police confirm was "in the crosswalk" at Union and Buchanan streets Wednesday <a href="http://kron4.com/2017/01/11/pedestrian-fatally-struck-on-union-street-in-san-franciscos-cow-hollow/">when she was struck and killed by the driver of a pick-up truck</a>. In the two cases where drivers remained at the scene, police say that neither were arrested in the collisions. Information on if either were cited was unavailable as of publication time. </p>

<p>Daily trips by bicycle are up across San Francisco this year, with <a href="https://www.sfmta.com/sites/default/files/reports/2016/Delivering%20Progress%20SFMTA%20FY%202016%20Annual%20Report_0.pdf">a new SFMTA report</a> putting the increase at 8 percent over last year. Specifically, this refers to weekday rides — suggesting that more people are commuting to work via two wheels. </p>

<p>“The popularity of biking is growing faster than that of any other transportation mode in San Francisco," SF Bike Coalition spokesperson Chris Cassidy <a href="http://www.sfexaminer.com/weekday-bicycling-sfs-streets-increased-8-percent-2016/">told the Examiner</a>. "And for the first time this year, we found through independent public polling that a majority of San Franciscans now bike at least occasionally. It’s really exciting to see our community taking our health and well-being into our own hands.”</p>

<p>The report states that 465 bike racks were installed across San Francisco this year, and that 4.2 miles of "new bicycle facilities" were added. Also of note, we learn that the Market Street bike counter passed 1,000,000 trips for the first time.</p>

<p>“We are dedicated to continuing to improve the experience of riding a bike in San Francisco,” the SFMTA report states. “That’s why we have upgraded the city’s bicycling facilities, begun construction on even more bicycle-friendly corridors and provided additional places to park bicycles.”</p>

<p>Not everything was rosy this year for cyclists, of course. <a href="http://sfist.com/2015/12/04/sfpd_resumes_crackdown_on_wiggle_cy.php">SFPD cracked down on people</a> riding the popular Wiggle route, and <a href="http://sfist.com/2016/07/20/da_teen_who_allegedly_killed_golden.php">multiple cyclists</a> were <a href="http://sfist.com/2016/06/24/transit_advocates_trade_barbs_as_sf.php">killed by drivers</a>. Mayor Ed Lee did <a href="http://sfist.com/2016/08/05/mayor_unveils_safe_streets_plan_fol.php">unveil a new plan</a> with the goal of making streets safer for cyclists, however Cassidy noted at the time that a plan did not equal actual action. </p>

<p>"It's important to realize that, while this is a substantial commitment by City leaders, nothing has changed on the ground yet," he explained. "There is a culture of plodding and delays when it comes to improving San Francisco's streets, and we'll be watching closely to see that these deadlines are met."</p>

<p>If trends continue, 2017 will see even more people riding bikes on San Francisco's roads — and safe-streets advocates like Cassidy will be loudly trying to hold Lee to his promises. </p>
